CBRNe Excellence through Human-Centric Response

Chemical Biological Radiological Nuclear & Explosive (CBRNe) incidents, whether accidental or terrorist-based, can have a high impact on society. PROACTIVE aims to increase practitioner effectiveness in managing large and diverse groups of people in a CBRNe environment.

Main Goal

The main goal of the PROACTIVE project is to enhance pre-paredness against and response to a CBRNe incident through a better harmonisation of procedures between various categories of practitioners, and a better understanding of the needs of vulnerable citizen groups.

PROACTIVE CBRNe Crisis Communication System (CCS)

The PROACTIVE CBRNe Crisis Communication System is an innovative response tool which improves two-way communication between civil society and first responders. It also increases preparedness through its CBRNe Library. It is composed of three tools: the Web Collaborative Platform for LEAs, the Modular App for Practitioners, and the Mobile App for the public.

 

The Mobile App for Practitioners and the Mobile App for Vulnerable Citizens are available as one single app, with the target end-user (practitioner or vulnerable citizen) being differentiated by access rights, available on Google Play and App store. All three tools are powered by the dedicated PROACTIVE CBRNe backend.

PROACTIVE CBRNe Mobile App

Developed by Rinisoft, the PROACTIVE CBRNe Mobile App for Vulnerable Citizens is a cornerstone of the PROACTIVE Crisis Communication System (CCS).

It addresses the critical market gap for citizen-oriented disaster tools and works to close the "accessibility gap" in emergency management.

Key Features 

 

Incident List

Available to all users, the incident list showcases past and ongoing incidents. It also displays them on a scrollable map.

 

Report an Incident

Citizens who are registered users may use the app to report an incident to LEAs. LEAs can monitor the information received, improving their situation awareness, and provide regular updates about ongoing incidents to citizens through notifications (both push and in-app).

CBRNe Library

The CBRNe Library is a repository for preparedness information materials and is available to all users. LEAs may use the Library to store confidential information shared only amongst other first responders.

 

News

The news section provides third party information about any ongoing CBRNe incident. Other features include: an About section, LEA and Civil Society contacts, Help and FAQ, Privacy Policy, Other Apps, My Profile and Settings features.

Publications

​Multimodal Neural Network for Detecting and Classifying Deviations in Poultry Behavior

The paper focuses on a workshop carried out with practitioners to test the first mobile app prototype. The results demonstrate that the prototype mobile app is in line with practitioners expectations but that there is room for improvement, such as more visuals, and new features, such as translation, should be added. Looking forward, the app will be updated before being tested in upcoming field training exercises.

CBRNe, a universally designed app for that? 

The paper examines the results from four workshops held with the potential end-users of the PROACTIVE CBRNe mobile app, recruited from vulnerable groups. Following the MoSCoW methodology, requirements were established and their relevance to the Universal Design principles discussed.
